Fence and grassThe architectural committee is responsible for ensuring the harmony of the external design in relation to surrounding structures and topography for all association properties. (In other words, this committee makes sure our association stays looking good) All exterior changes to your residence – including plans for fences, room additions, play structures, or any other structural changes – must be approved in writing by this committee.

Approval Process:

  1. Submit two sets of plans and specifications (in writing) showing the nature, kind, shape, height, materials, and location of the improvements to the Architectural Committee director using the Contact Us form.
  2. Written approval (or disapproval) by this committee will be given within 30 days of submission, or plans may be deemed approved, provided that objective evidence is available to prove that such plans and specifications have been submitted.
  3. All improvements must be constructed in accordance with the plans and specifications as submitted to and approved in writing by the Architectural Committee.

Children’s Play Structures:

  1. All play structures must be approved by the Architectural Committee. This includes all wooden, metal, and plastic play sets.
  2. Structures of closed design, including walls, and/or solid roofs are not permitted! This includes, for example, tents, playhouses, forts, etc.
  3. All structures must abide by Article VI and does not exclude play sets purchased from lumberyards or home improvement stores. As long as they are approved!
  4. All metal play structures must be kept in good condition. Rusty play structures must be painted or removed.
  5. The maximum height of any play structure will not exceed fourteen (14) feet at the highest point.
  6. The maximum area the structure will cover will not exceed more than two hundred and twenty five square feet (225 sq. ft.) or fifteen feet (15’0” x 15’0”).
  7. No more than two (2) play structures will be allowed on any one lot with a combined area of no more than three hundred square feet (300 sq. ft.).

Fencing Policy:

Fencing has multiple purposes including security, defining property lines, creating architectural space as well as enhancing the landscape. Fencing should be specific in its purpose and should enhance the property as well as have limited impact on adjoining neighbors and property. The purpose of the guidelines below is to assist the homeowner in developing plans for fencing projects that will ensure harmony of external design and location in relation to surrounding structures and topography.

  1. Approval:All new fencing installation projects must be approved by the architectural control committee. This includes relocation/extension of existing fencing. Replacement of currently existing fencing where fence type/location/material are of the same as existing need not be reviewed/approved. The property owner must submit the following information with all requests:
    a. A sketch on a survey plat of the property identifying the proposed location of the fence.
    b. A description of type of fence with picture or drawing (board on board, split rail, privacy, semi-private, etc.).
  2. Material: Fencing material must be of good quality (vinyl/composite has been approved), and must blend well with existing external design and location of surrounding structures. Metal chain-link fences are not permitted.Wire may be permitted to line the interior of the fence upon review by architectural committee, for example when pets are to be contained inside of a split-rail type fence.
  3. Location: Fences may be constructed in side and rear yards only. Fences shall not extend past the front exterior wall of any residence. Front yards may not be fenced on any Haverhill property. (Front yards are defined as the portion of the property facing the road on which the property is located). Individual exemptions for decorative/landscaping purposes, where two sections of fencing forming a corner accent, may be permitted upon review by the architectural committee. Decorative/landscape fences shall not exceed 6 ft in length in either direction.
  4. Lot Lines: New fencing construction shall not extend past the legal lot line of any property. Before a fence is constructed where the location lies on the exact lot line of two adjoining properties, the two adjoining property owners must mutually agree on the location of the fence.
  5. Height: Fences shall not be less than 3 ft or exceed 6ft in height.
  6. Posts: Posts are to be placed on the inside of the fence. Panels, or the decorative side of the fencing, must be placed on the outside of all posts, supports, and/or bracing.
  7. Visibility:  Fences shall not be placed where they can obstruct visibility along Haverhill roads.
  8. Slope: Fences must be level and step with the slope of the lot unless the Architectural Committee specifically approves deviations.
  9. Maintenance and Upkeep: Fences must be kept in good condition.
  10. Utility Service: It is the responsibility of the homeowner/occupant to contact appropriate utility companies to locate existing utility lines on the property prior to commencement of any construction project.
  11. Revisions/Changes: Any proposed revisions or changes to the design or location of the fence must be resubmitted to the Architectural Committee for approval prior to the installation of the fence.

Pool Policy:

  • Above-ground pools are specifically prohibited by Haverhill Covenants (Article VII, Section 24), with the exeption of small children’s wading pools. Refer to  Official Covenants  for full-details.
  • In-ground pools are allowed. Please have plans reviewed by the Architectural committee prior to installation. Stand-alone pool-houses/sheds are not allowed.
